The Jersey City PD has arrested a former Goya payroll employee for causing $274k in losses following an extensive financial investigation.

“This case shows that Jersey City takes all crimes seriously and that our police department has the expertise to handle even the most complex investigations,” Mayor James Solomon said in a statement.

“I commend our detectives for their diligence and their commitment to protecting businesses and residents alike.”

In August 2025, the Jersey City Police Department was contacted by Goya Foods regarding suspicious payroll activity linked to a former employee, Jennifer Kutler, 54.

Detectives immediately launched a comprehensive investigation, including a detailed review of payroll records, financial documentation, and bank transactions.

The investigation revealed a sustained pattern of fraudulent activity spanning more than a year, between 2023 through 2025.

“This arrest reflects the exceptional work of our detectives, whose persistence, attention to detail, and commitment to following the evidence led to accountability in a complex financial crime,” added Acting Public Safety Director Anthony Ambrose.

“Their ability to unravel a sophisticated scheme demonstrates the high level of professionalism and integrity that defines the Jersey City Police Department.”

Based on the evidence uncovered and Kutler’s access and role within the payroll department, she has been charged with theft by deception, computer criminal activity, impersonation, and misapplication of entrusted property.

She was arrested on February 6, 2026, by the JCPD Criminal Warrants Squad and the investigation was conducted in coordination with the Hudson County Prosecutor’s Office, authorities said.
